Environmental Audit Report for the Zeekoevlei Weir Upgrades

The City of Cape Town is undertaking the upgrade of the Zeekoevlei Weir within the False Bay Nature Reserve. The proposed works include modifications to the existing Zeekoevlei Weir, the construction of a fishway between the Zeekoevlei Canal and the weir, and the construction of a second fishway at the downstream sewer bridge. These upgrades will enable deeper and more rapid drawdowns of the vlei, allowing for more effective flushing of nutrient-rich water and suspended sediments. In addition, the fishways will reconnect Zeekoevlei with False Bay, facilitating the movement and recruitment of indigenous freshwater and estuarine/marine fish into the vlei.

The project received environmental authorisation in terms of section 24 of the National Environmental Management Act, 1998, and the EIA Regulations, 2014 (as amended). Work commenced on the site in April 2026, and is currently regularly monitored in terms of an approved Environmental Management Programme by an Environmental Control Officer (Infinity Environmental).

A condition of the Environmental Authorisation is that compliance with the environmental management plan must also be periodically audited.

The first environmental audit was scheduled to occur within three months of the commencement of construction activities. Construction started in April 2026, and the first audit report, compiled by an independent environmental auditor, was submitted to the competent authority (the Director: Compliance Monitoring, Department of Forestry, Fisheries and the Environment) on 8 August 2026.
