


V&A Waterfront Holdings (Pty) Ltd proposes to develop the Granger Bay Precinct and establish shore protection works, including two new breakwaters forming a sheltered bay and associated reclamation of land from the sea. The proposal would provide for increased public access along this section of the V&A Waterfront shoreline, as well as for new mixed-use development. The proposed developments will include erven 173712 and 177853, Granger Bay Precinct, Cape Town, in addition to the proposed reclaimed land.
The project requires an environmental authorisation, and Infinity Environmental (Pty) Ltd has been appointed by the applicant to undertake the Scoping and Environmental Impact Assessment (EIA) process required in terms of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA).
The Scoping Report, including the plan of study for the Environmental Impact Assessment (EIA), was accepted by the competent authority on 2 March 2026. The application has now progressed into the EIA process in terms of the 2014 EIA Regulations, as amended.
Interested and affected parties were invited to provide comments on the draft Environmental Impact Assessment Report in a public participation process that commenced on 19 March 2026 and ended on Wednesday, 22 April 2026. Comments received during the 30-day public participation process have been considered and responded to, and an amended Draft Environmental Impact Assessment Report has now been prepared incorporating new and updated information in response to public comments.
Interested and Affected Parties were invited to comment on the EIA Report, Environmental Management Programme, and specialist studies, which are available for download below.
