


Background:
The V&A Waterfront is proposing to establish shore protection works, including two new breakwaters forming a sheltered bay and associated reclamation of land from the sea. The proposal would provide for increased public access along this section of the V&A Waterfront shoreline, as well as for new mixed-use development. The proposed developments will include Erf 173712 and a portion of Erf 149294, Granger Bay Precinct, Cape Town, in addition to the proposed reclaimed land.
Legislative process:
Application is being made to the Department of Environmental Affairs and Development Planning for environmental authorisation to undertake the following listed activities in terms of the National Environmental Management Act 107 of 1998 and the Environmental Impact Assessment Regulations (GNR 326 of 2017):
The application will follow a Scoping and Environmental Impact Assessment process in terms of the 2014 EIA Regulations as amended.
Public engagement:
The pre-application draft Scoping Report underwent a 30-day public commenting period from 31 July until 01 September 2025. The comments received during the first public participation process have been addressed and responded to in the Comments and Responses table appended to the draft Scoping Report as Appendix H.

The 30-day commenting period on the draft Scoping Report commenced on Monday, 10 November 2025 and ended on Wednesday, 10 December 2025. You may register as an Interested and Affected Party (I&AP) should you wish to be notified of future engagement opportunities on this project.
